Storm sewer facilities shall be constructed within the subdivision boundaries in the locations and sizes needed to accommodate the design flow volumes. These facilities shall include mains, channels, inlets, catch basins, and laterals as required. If the village is required to construct storm sewer facilities outside of the boundaries of the subdivision to serve the subdivision facilities, the subdivider shall share in the cost of those facilities in the same ratio that the area of the subdivision bears to the total area served by the outside construction.
