For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ASSESSOR. An individual appointed by the Village Board for the purpose of establishing true values of property for taxation.
BUILDING LINE. A line parallel to and at a given distance from the street right-of-way. There shall be no building or structure erected in this area.
CERTIFIED SURVEY. In some instances where lots are created, but in insufficient numbers to require a plat under the requirements of this chapter, any proposed lot division shall comply with the recorded CERTIFIED SURVEY provisions of Wis. Stats. Chapter 236.
DIRECTOR. The State Director of Regional Planning and Community Assistance, the State Department of Local Affairs and Development, or such other official as may be delegated by law to approve plats at the state level.
DRAINAGE. A natural or man-made ditch or watercourse in which surface water or high ground water can be drained from an area.
EXTRATERRITORIAL PLAT APPROVAL JURISDICTION. The unincorporated area within 1½ miles of the corporate limits of the village, as provided in Wis. Stats. § 236.02(5), subject to the provisions of Wis. Stats. § 66.0105.
GREENWAY. A parcel of land containing a natural waterway or drainageway intended to be used in whole or in part for open space, surface drainage, parks, recreation, utilities, streets, or any other purpose deemed by the village to be for the public good or welfare.
MAP. The drawing required for a minor subdivision and the same as the certified survey map provided for in Wis. Stats. § 236.34.
OUTLOT. A parcel of land other than a lot or block so designated on a plat.
PLAT. The drawing required for a major subdivision.
REPLAT. The changing of the boundaries of a recorded subdivision or a part thereof.
ROADWAY. That portion of the street which is used for vehicular traffic.
STREET. A right-of-way for vehicular traffic, whether designated as a street, highway, thoroughfare, parkway, throughway, road, avenue, drive, lane, place, or however otherwise designated, and includes all of the area between the street or right-of-way lines.
(1) All lots shall abut upon a public STREET.
(2) STREETS are further designated as follows:
(a) ALLEY. A street which is a secondary means of access for vehicular traffic.
(b) BOUNDARY STREET. A street in a subdivision in which part of the right-of-way is within the subdivision and the rest of the right-of-way is outside the subdivision.
(c) COLLECTOR STREET. A street which carries traffic from local streets to the system of major arterials and includes the principal entrance streets to residential development.
(d) CUL-DE-SAC. A local street with only one outlet which terminates in a turnaround for the reversal of traffic.
(e) DEAD END STREET. A street that does not connect with a street system opened to traffic.
(f) FRONTAGE STREET. A local street which is parallel with and adjacent to a major arterial street and which provides access to abutting properties and protection from traffic.
(g) LOCAL STREET. A street which is used primarily for access to abutting properties.
(h) MAJOR ARTERIAL STREET. A street which is used primarily for fast or high volume through traffic.
(i) PARTIAL STREET. A street in a subdivision in which part of the right-of-way is within the subdivision, but the rest of the right-of-way is not owned by the village.
SUBDIVIDER. Any person dividing, or proposing to divide, land resulting in a subdivision.
SUBDIVISION. A division of a lot, parcel, or tract of land by the owner thereof or the owner’s agent for the purpose of sale or of building development where:
(1) The act of division creates five or more parcels or building sites five acres each or less in area;
(2) Five or more parcels or building sites of five acres each or less in area are created by successive divisions within a period of five years; or
(3) The act of division or the creation of any parcels or building sites results in the creation or alteration of any street or alley.
SURVEYOR. A registered land surveyor in this state.
