(A) Pursuant to Wis. Stats. § 62.23(2) and (3), the village is authorized to prepare and adopt a comprehensive plan as defined in Wis. Stats. §§ 66.1001(1)(a) and 66.1001(2).
(B) The Village Board has adopted written procedures designed to foster public participation in every stage of the preparation of a comprehensive plan as required by Wis. Stats. § 66.1001(4)(a).
(C) The Plan Commission, by a majority vote of the entire Commission recorded in its official minutes, has adopted a resolution recommending to the Village Board the adoption of the document
entitled “Comprehensive Plan of the Village of Linden,” containing all of the elements specified in Wis. Stats. § 66.1001(2).
(D) The Village Board does formally adopt the document entitled “Comprehensive Plan of the Village of Linden,” pursuant to Wis. Stats. § 66.1001(4)(c).
