(A) No person shall throw, deposit or discharge any waste paper, sweepings, ashes, household waste, glass, metal, refuse or rubbish, other solid waste or any dangerous or detrimental substance upon any highway or upon any other public or private property without the consent of the owner.
(B) Division (A) does not apply to a person who places solid waste in a receptacle designed for solid waste storage or disposal with the consent of the owner.
(C) Any person violating this section shall, upon conviction, forfeit not more than $500.
