No person shall wilfully, negligently or needlessly walk upon or across, or ride, or drive any animal or vehicle upon or across any lawn, grass plot or flower bed in or upon any of the streets, avenues, parks or public places of the village; or walk upon or across any private lawn, grass plot or flower bed without the consent of the owner or occupant thereof.
