Any person, firm or corporation who violates any provision of this Title (Chapters 130, 131, 132, 133 and 134) shall be fined in the amount set forth in the comprehensive fee schedule set forth in Section 12.02 of this code or sentenced to a period of incarceration in a penal institution not to exceed 6 months or both.
