§ 116.265 CRUISING AND SOLICITING.
No driver of a taxicab, while waiting for employment, shall park or stand on any street or public place not designated or established by the village board of trustees by ordinance. No driver of a taxicab shall seek employment by repeatedly and persistently driving his vehicle up and down the street adjoining any theater, hall, hotel, public building or other place of public gathering, or otherwise interfering with the proper access to or egress from the places; but any driver may solicit employment by driving through any street or public place without stops other than those due to obstruction of traffic, and at the speed as not to interfere with or impede traffic and may pass and repass before any of the above places if after passing the public places he shall not repass until he has gone a distance of 3 blocks or more upon the streets and public ways of the village. No person shall solicit passengers for a taxicab except the driver thereof when sitting upon the driver's seat of his vehicle. No person shall be allowed to ride in the compartment with the driver while soliciting.
