Every taxicab, when being operated or when waiting or standing for use on any street or other public place during the nighttime, shall have conspicuously painted on either side thereof and on the rear in distinct legible letters and figures at least 3 inches in length the number of the village license of the vehicle, preceded by the name of cab or company, so placed that the word and number may be distinctly seen from the outside of the taxicab.
