Every person licensed to operate taxicabs shall file a schedule of the rates and charges for the taxicabs with the village collector and, from time to time, if the rates are changed or amended, shall file the changes or amendments with the village collector within 5 days from the date of the change or amendment. These records shall be public documents, open for public inspection during business hours at the office of the village collector.
