No license shall be issued for the operation of any taxicab until after it has been inspected by the Village Police Chief, under the direction of the Village Collector, and found to be in a safe condition for the transportation of passengers, in good working order, clean and of good appearance. The operator shall exhibit his certificate of title to the Village Collector. It shall be unlawful for anyone to operate a taxicab for which the operator does not have his certificate of title.
