When the provisions of this subchapter have been complied with, a license shall be granted by the Board of Trustees to be issued as provided in Chapter 110, except as otherwise restricted in this chapter. No license shall be granted to any person under 21 years of age. The Village Collector may grant renewals of licenses and may issue licenses for the replacements of one taxicab by another by the same license.
