TAXICAB. Any motor vehicle used or kept for use for the transportation of passengers and their baggage for hire, indiscriminately accepting and discharging all persons that may offer themselves for transportation. TAXICAB does not include motor vehicles rented by special contract to be operated by the customer or any vehicle operating under authority of special ordinance or franchise or licensed motor vehicles for the transportation of passengers or freight over a specific route.
