No owners proprietor, manager, or superintendent of any business licensed under this article where one or more persons are employed shall cause, permit or allow the same or any portion or apartment of any room within the same to be overcrowded or inadequate, faulty or insufficient in respect to light, ventilation, heat and cleanliness. Fresh air shall be supplied by ventilation in accordance with the building regulations of this code. No part of the air supply shall be taken from a cellar or basement.
