It shall be unlawful for any person to sell, barter or give away to any person within the village any deadly weapon mentioned in this section except to licensed dealers and to persons who have secured a permit for the purchase of the articles from the Village Police Chief as herein required. This does not apply to sales made of the articles which are to be delivered or furnished outside the village.
