An applicant for a certificate of fitness shall furnish satisfactory proof to the Health Officer that he is familiar with the materials required to be used in servicing, repairing, filling or refilling any portable fire extinguisher; that he is competent to do and perform all acts necessary or incidental thereto; and that he is familiar with and knows the application of the requirements of the provisions of this subchapter and the laws, ordinances and regulations relating to portable fire extinguishers. If the Health Officer determines that the applicant for any certificate conforms in all particulars with the requirements prescribed by this subchapter, the Health Officer shall grant the certificate of fitness.
