The Health Officer may deny an application for a certificate of fitness or may suspend or revoke any certificate of fitness if he finds that the applicant for or holder of any certificate is unable to furnish satisfactory proof of qualifications or ability; is a negligent or careless person; has violated any provision of this section; has violated any rule or regulation made by the Health Officer; or has been guilty of practices constituting fraud upon the public.
