No person shall service, repair, fill or refill any portable fire extinguisher which is to be used, kept or maintained, or is displayed for use as a fire protection device in or upon any vehicle, lot, building, structure or premises, or any portion thereof, unless the person shall have first made application for and received from the health officer a certificate of fitness authorizing the person to perform the acts, of servicing, repairing, filling or refilling any portable fire extinguisher.
