No person shall distribute, cast, throw or place in or upon or along any of the streets, alleys or public places of the village any handbills, pamphlets, circulars, books or advertising for the purpose or with the intent of advertising or making known any business, occupation, profession, medical treatment, medicine or any other commercial matter.
