(A) The annual license fee for the license shall be in the amount set forth in the comprehensive fee schedule set forth in Section 12.02 of this code.
(B) Persons acting for licensees as agents or employees in the posting or distributing of any signs or handbills are not required to obtain a license or pay a fee, but each person shall comply with the provisions hereof.
