No vehicle, cart, or push cart shall be licensed under this chapter unless and until the owner thereof files with the City Clerk proof that: any motor vehicle to be operated on the public street which is required to be insured under the Motor Vehicle Code, being M.C.L.A. §§ 257.1 through 257.923, is properly insured; and the business is fully insured for any liability related to the operation of said business in a city street, upon a city sidewalk, or in other places open to the public. The minimum limits of liability shall be $500,000.
