The city reserves the right to establish limitations and requirements which are more stringent than those required by either state or federal regulation if deemed necessary to comply with the objectives presented in § 52.001 of this chapter or the general and specific prohibitions in § 52.015 of this chapter, as is allowed by 40 C.F.R. § 403.4.
