§ 52.017 INDUSTRIAL WASTE SURVEY AND LOCAL LIMITS.
   (A)   Industrial waste survey information will be used to implement the general and specific discharge prohibitions listed in this chapter. Industrial user-specific local limits will be developed ensuring that the POTW’s maximum allowable headworks loading is not exceeded for particular pollutants of concern for each industrial user. Where specific local limits are not contained for a given parameter or pollutant in an industrial user permit, the following average discharge limits will apply to all users.

   (B)   Industrial user-specific local limits for appropriate pollutants of concern shall be included in wastewater permits and are considered pretreatment standards. The POTW Director may impose mass limits in addition to, or in place of, the concentration-based limits above.
