§ 112.15 REQUIRED; LIMIT OF ONE; PROOF OF NECESSITY.
   (A)   Required. It shall be unlawful for any person to operate a taxicab business upon and over the streets of the city without first having applied for and secured from City Council a certificate of convenience and necessity as hereinafter set forth.
   (B)   Burden of proof. The burden of proof shall be upon the applicant to establish the existence of public convenience and necessity for the operation of the taxicabs specified in the application, and all other facts required for the granting of a certificate.
