205D.03   DEFINITIONS.
   As used in this section:
   (a)   “Emergency response” means any response by the Fire Department, entity operating at the request of the Fire Department, or any other responder as set forth in the national incident management system (Homeland Security Presidential Directive 5), to any call, including medical emergencies, for assistance from any person, property owner, government agency, emergency service provider, or other entity. “Emergency response” shall include, but is not limited to, hazardous materials response and technical rescue as those terms are defined in this section.
   (b)   “Cost of the emergency response” means the costs incurred in responding to an emergency event, except as may be limited by a policy adopted by the governing body. Costs include labor, equipment usage, and materials associated with investigation, removal, repair, abatement, mitigation, monitoring, cleanup, analysis, collection costs and attorney fees.
   (c)   “Person” means any individual, partnership, corporation, limited liability corporation, association, consortium, governmental entity, or any other legal entity.
   (d)   “Hazardous materials response” means any emergency response to an event involving any chemical, substance, compound, mixture, or other material defined as, designated as, listed as, or having the same characteristics as any substance, compound, mixture, or material listed as hazardous under federal or state law or regulation.
   (e)   “Technical rescue” means all services rendered as part of an emergency response to save life or property that employ the use of tools and skills that exceed those normally needed for firefighting, medical emergency, and rescue. “Technical rescue” includes, but is not limited to:
      (1)   Rope rescue.
      (2)   Structural collapse search and rescue.
      (3)   Confined space search and rescue.
      (4)   Vehicle search and rescue.
      (5)   Water search and rescue.
      (6)   Wilderness search and rescue.
      (7)   Trench and excavation search and rescue.
      (8)   Machinery search and rescue.
      (9)   Cave search and rescue.
      (10)   Mine and tunnel search and rescue.
      (11)   Helicopter search and rescue.
      (12)   Tower rescue.
      (13)   Animal technical rescue.
