610.09 NUISANCES; RESPONSIBILITIES OF OWNERS.
   (a)   No person shall harbor or keep any dog which, by loud, frequent or habitual barking, yelping or howling, causes annoyance to the neighborhood or to the people passing upon the streets.
   (b)   The owner or any other person having the possession, care, custody or control of any animal shall keep the premises on which the animal is kept or housed clean and sanitary. Such person shall be responsible for the removal of any excreta deposited on public walks, recreation areas or private property by any animal owned by him or her or in his or her possession, care, custody or control.
