   (b)   Repairs. All signs for which a permit is required, together with all supports, braces, guys, and anchors, must be kept in repair in accordance with this chapter and the City's adopted building code. When not galvanized or constructed of approved corrosion-resistive, noncombustible materials, signs may be painted when necessary to prevent corrosion. Any sign or any substantial part of a sign which is blown down by storm, natural disaster, or other accidental emergency, or destroyed or removed may be re-erected, reconstructed, rebuilt, relocated or repaired provided the sign complies with all applicable requirements of this chapter.

If such order is not complied with, the Building Official may remove such sign at the expense of the owner and the cost of the removal may be assessed as a lien against the property upon which the sign was located.
   (d)   Relocation. Any sign that is moved to another location on the same or other premises is considered a new sign, and a permit must be secured for any work performed in connection the sign when required by this chapter. Any sign that is moved to another location on the same or other premises is subject to the provisions of this chapter.
   (e)   Maintenance of Premises. The owner or lessee of every sign must maintain the immediate premises occupied by the sign in a clean, sanitary, and healthful condition.
