(a) Right-of-way. No sign may be located within, projected into, or overhang a public right-of-way, except as otherwise permitted in this chapter.
(b) Access. A sign may not be erected, constructed or maintained so as to obstruct any fire escape, means of egress, or window or door opening used as an element of a means of egress, or so as to prevent free passage from one part of a roof to another part of a roof, or access to a roof as required by the City's adopted building code for the fire fighting forces having jurisdiction.
(c) Ventilation. A sign may not be placed or attached in any form, shape or manner which will interfere with any opening required for ventilation by the City's adopted building code, except that such a sign may be erected in front of and may cover transom windows when not in violation of this chapter.
(d) Visibility. Signs may not obstruct motorist visibility.
(1) No sign may be placed in the triangular area formed at the corner intersection of two public right-of-way lines, where two sides of the triangular area are 25 feet in length measured along the public right-of-way lines and the third side is a line connecting these two sides.
(2) No sign may be placed in the triangular area formed at the corner intersection of a public right-of-way and a driveway, where one side of the triangular area is 10 feet in length measured along the edge of the driveway, one side of the triangular area is 5 feet in length measured along the right-of-way line, and the third side is a line connecting these two sides.
