Council, after an investigation, has made the following determinations:
(a) There is a fundamental conflict between the operation of gasoline filling and service stations, as defined in the Zoning Code, and the quiet, peaceful enjoyment of adjacent areas.
(b) The unrestricted and unregulated operation of a service station and gasoline filling station, in the finding of Council, constitutes a public nuisance and is detrimental to the general health, welfare and safety of the people of the City.
(c) The regulation of activities and equipment of gasoline filling and service stations is necessary to compromise the conflict existing between the operation of gasoline filling and service stations and adjacent residential areas.
(d) Among other things, the noise, odor, lights, fumes, vibrations, dust, danger of fire and explosion, traffic problems and any one or more thereof incidental to the operation of a gasoline filling and service station are factors peculiar to this business, which factors warrant its being the subject of regulations as set forth in this chapter.
(e) Council has determined, after study, hearings and review of complaints received by it, that it is necessary to regulate all gasoline filling and service stations operating in the City and to establish uniform rules for the location, equipping, operation and number of the same in the City.
