1486.09 STRUCTURAL MAINTENANCE REQUIREMENTS.
   Every structure or accessory structure, including fences, signs and storefronts, shall be maintained in good repair, and all surfaces thereof shall be kept painted, whitewashed or protected with other approved coating or material where necessary for purposes of preservation and appearance. All surfaces shall be maintained free of broken glass, loose shingles, crumbling stone or brick, excessive peeling paint or other conditions reflective of deterioration or inadequate maintenance to the end that the property itself may be preserved, hazards eliminated and the neighborhood protected from blighting influences. Every building or structure shall comply with the following requirements, as applicable:
   (a)   Reconstruction of Walls and Sidings. All reconstruction of walls and sidings shall be of standard quality and appearance commensurate with the character of the properties in the same block and on the other side of the street on which the premises front, such that the materials used will not be of a kind that, by their appearance under prevailing appraisal practices and standards, will depreciate the values of the neighborhood and adjoining premises.
   (b)   Floors, Interior Walls and Ceilings. Floors, interior walls and ceilings of every structure shall be structurally sound and maintained in a clean and sanitary condition.
   (c)   Floors Generally. Floors shall be considered to be structurally sound when they are capable of safely bearing imposed loads. Floors shall be maintained at all times in a condition so as to be smooth, clean and free from cracks, breaks and other hazards.
   (d)   Washroom and Water Closet Compartments. Washroom and water closet compartment floors shall be surfaced with a water resistant material and shall be kept in a dry, clean and sanitary condition at all times. All equipment shall be kept clean and properly operable.
   (e)   Supporting Structural Members. Supporting structural members shall be kept structurally sound, free of deterioration and capable of bearing imposed loads safely.
   (f)   Walls and Ceilings Generally. Walls and ceilings shall be considered to be in good repair when they are clean and free from cracks, breaks, loose plaster and other similar conditions. Walls shall be provided with paint, paper, sealing material or other protective covering so that the walls and ceilings are kept clean, free of visible foreign matter, sanitary and well maintained at all times.
   (g)   Roofs. Roofs shall be surfaced with approved coatings or materials and maintained in good repair. Roof supporting structural members shall be kept structurally sound and free of deterioration.
   (h)   Parapets and Copings. Parapets and copings shall be maintained in good repair and properly surfaced where necessary with weathertight and watertight material.
   (i)   Windows and Doors. Exterior doors, basement hatchways and all windows shall be weathertight, watertight and rodent-proof and shall be maintained in a sound working condition and good repair. Windows and doors containing glass panes shall be fully supplied with panes which are free of breaks, cracks or holes.
   (j)   Subspace. Structural supporting members of all subspace and other subsurface excavations, whether located in public ways or on private property, shall be kept drained, free of debris, structurally sound and in good repair. Coverings for exposed openings for ingress and egress to such space shall be kept structurally sound and in good repair.
   (k)   Electrical Services. Electrical services, appliances and related matters shall be maintained as set forth in the State Electrical Code.
   (l)   Plumbing Services. Plumbing facilities, piping and related matters shall be maintained as set forth in the State Plumbing Code.
   (m)   Heating Facilities and Equipment. Heating facilities and equipment and related matters shall be maintained as set forth in the State Mechanical Code.

   (n)   Trailers and Mobile Homes. Semi-tractor trailers, trailers, trucks and mobile home units shall not be used as an accessory structure, storage unit or facility incident to or in conjunction with a principal structure or business.
