No person shall maintain any structure which is unsafe or a menace to the health, morals or safety of the public.
The Superintendent of the Building Department may abate any public nuisance if the public safety or health requires immediate action, without a preliminary order of Council. The cost of abating such nuisance may be charged against the premises and the owner thereof as a special assessment in accordance with Chapter IX, Section 44, of the City Charter.
