The City shall permit an electrical contractor lawfully licensed by another municipality of the State to install, alter or repair electrical wiring, equipment, apparatus or fixtures for light, heat or power purposes in the City, upon payment of a nominal registration fee of ten dollars ($10.00), provided that the licensing ordinances of such other municipality are substantially equal to the requirements of this chapter.
