Any person whose registration certificate is suspended or revoked, or any person whose application for issuance or renewal of a registration certificate is refused, may appeal to Council, provided that a written request therefor is filed with the City Clerk within ten days following the refusal, suspension or revocation by the Builders Registration Commission. Council shall grant a hearing on such appeal and may affirm or reverse any action of the Commission. The decision of Council shall be final.
