The Builders Registration Commission, before refusing to issue or renew, or before suspending or revoking, a registration certificate, and at least ten days prior to the date set for a hearing, shall notify, in writing, the applicant or registrant of any change made, and shall furnish the applicant or registrant an opportunity to be heard in person or by counsel in reference thereto. Such written notice shall be served personally to the applicant or registrant or by mailing the same by certified mail to the last known business address of the applicant or registrant. The hearing shall be at such time and place as the Commission prescribes. The Commission shall bring before it and take the testimony of any person in the same manner as in judicial proceedings in the civil courts. If the Commission finds that the applicant or registrant is guilty of violation of this chapter, the Commission shall, as the case may be, refuse to issue or renew the registration certificate of the applicant or registrant, or suspend or revoke the same for such period of time as shall be determined by the Commission.
