This chapter shall not apply to:
(a) An authorized representative of the United States government, the State or any county, township, city, village or other political subdivision of the State;
(b) Owners of property, with reference to structures thereon for their own use and occupancy;
(c) Officers of a court acting within the scope of their office;
(d) Any person who engages or is engaged solely in the business of performing work and services under contract with a residential builder or a residential maintenance and alteration contractor licensed under this chapter; or
(e) The sale of any products or materials, or the sale or installation of articles of merchandise, which are not actually fabricated into and do not become a permanent fixed part of the structure.
