(a) In order to safeguard and protect homeowners and persons undertaking to become homeowners, no person shall engage in the business of or act in the capacity of a residential builder and/or residential maintenance and alteration contractor in the City without first obtaining a registration certificate therefor from the Building Department.
(b) No building registration certificate shall be issued to any person unless such person is licensed as a residential builder and/or residential maintenance and alteration contractor by the State Department of Licensing and Regulation.
