1428.03 CONSTRUCTION PLAN EXAMINATIONS.
   (a)   For new residential and commercial buildings, and for additions or alterations to existing structures, the applicant shall submit three complete sets of structural, mechanical, electrical and plumbing plans, sealed when required by State law, for determination of compliance with all applicable codes and ordinances. The plan examination fee shall be paid at the time of submission of plans for review and shall be paid in addition to any permit fees.
   (b)   Commercial fees shall be based upon the area of new construction, addition or alteration as follows:
         Area (sq. ft.)         Examination Fee
         Up to 2,000         $ 50.00
         2,001 to 4,000         75.00
         4,001 to 6,000         100.00
         6,001 to 8,000         125.00
         8,001 to 10,000      150.00
         10,001 to 20,000      175.00
         Over 20,000         200.00 plus $25.00 per 10,000 square feet or fraction thereof over 20,000.
   The fee for mechanical, plumbing and electrical plan examinations shall be five percent of the building plan examination fee.
   The fee for reviews of alterations, remodeling and submissions where no square footage calculations are available shall be thirty-five dollars ($35.00) per hour, with a one-hour minimum.
   (c)   Residential fees shall be as follows:
         New single-family homes      $30.00
         New two-family homes      45.00
         New multiple dwellings      30.00 first unit, $5.00 each additional unit
         Additions or alterations      1.00 for each $1,000 of construction cost of the proposed work with a minimum of $5.00 and a maximum of $25.00. No fee shall be assessed for work valued below $5,000.
