(a) Establishment of Office. The office of Manager of the Building and Engineering Department is hereby established pursuant to Chapter IV of the City Charter.
(b) Appointment; Term of Office. The Manager shall be appointed by Mayor and Council and shall hold office as such for a term to expire on the first Monday in January of odd-numbered years.
(c) Qualifications; Combination of Offices.
(1) The Manager shall be a state-licensed code official and possess all of the qualifications required by City Charter and State Law.
(2) The Manager shall have a minimum of two years background and experience in the building trades prior to appointment. Although practical, hands-on experience shall be important, it is ideal that the Manager be licensed in one or more of the building trades or in drafting and reading blueprints, and have prior managerial experience, to administer and manage the many facets of the Building and Engineering Department.
(3) Council may combine the duties of the Manager with those of any other appointive office established by the City Charter or by ordinance and may appoint one City officer to perform the duties of the combined offices.
(d) Duties.
(1) The Manager shall supervise and control the activities of the Building Department and its personnel, which personnel shall include, but not be limited to, the Electrical Inspector, the Plumbing Inspector and the Heating and Refrigeration Inspector.
(2) The Manager of the Building and Engineering Department shall report to and be subject to the general direction of the City Manager. He or she shall issue building permits and enforce and perform the duties of the Building Inspector in the absence of a Building Inspector or Assistant Building Inspector. He or she, or his or her duly authorized representative or designee, shall ensure the performance of those department activities required to implement the City’s urban renewal and/or code enforcement programs. He or she shall perform such other duties as are assigned to him or her from time to time by the Mayor and Council.
