Council may accept and approve any proposed plat or subdivision prior to the completion of the improvements enumerated in this chapter, provided that the proprietor of such proposed plat or subdivision enters into an undertaking with the City to install all required improvements upon the proposed plat or subdivision within a time limit to be set by Council, and provided, further, that such proprietor furnishes a good and sufficient bond, in such sum as Council may determine, conditioned upon the complete and satisfactory installation of all improvements within such time limit. Both the form of such bond and the sureties thereto shall be approved by Council.
