All streets shall be at least twenty-seven (27) feet wide, back of curb to back of curb measurement, with seven (7)-inch thick Portland cement concrete pavement and six (6)-inch high integral Portland cement concrete curbing, and left in good passable condition, subject to the approval of the Superintendent of Public Works or Council. All roads shall have a storm sewer system located between the back of curb and the sidewalk. In all instances of the subdivision of land, the subdivider or proprietor shall install all necessary paving, sidewalks, curbs and gutters and water and sewer mains, at his or her own expense, or shall file a bond with the City, to be approved by the City Attorney, guaranteeing that such work and installations will be done by him or her and at his or her expense.
