The use and enjoyment of all parks and recreation areas in the City, so designated by resolution of the Mayor and Council, from time to time, including all of the facilities thereon and therein, which parks and facilities are wholly established and maintained by the City, are restricted to the bona fide residents of the City and their guests, as may be permitted by this chapter.
