The Superintendent of Public Works is authorized and directed to establish and promulgate regulations and rules contemplated by this chapter as to the manner, days and times for collection of solid waste, or as otherwise required by the terms hereof. Such regulations and rules shall be published at least thirty days prior to their effective date.
