The City shall have the right, during the life of this chapter, of maintaining upon the poles or in the underground conduits of the Grantee within the City, wire and fixtures necessary for a police and fire alarm system. Such wires and fixtures shall be installed and maintained at the sole expense of the City and shall at all times comply with all of the reasonable rules and regulations of the Grantee so that there may be a minimum danger of contact or conflict between the wires and fixtures of the Grantee and wires and fixtures used by the City.
