A Grantee shall construct the system and make it fully active and operational City-wide not later than twenty-four to thirty-six months from the effective date of its franchise, or receipt of all necessary permits, agreements and governmental approvals, whichever is later. If the Grantee shall encounter delays in construction due to causes beyond its control, it shall have the opportunity of applying to the Council for reasonable extensions, which extensions shall not be unreasonably withheld.
