A franchise shall become effective when it is accepted by a Grantee and shall then be and become a valid and binding contract between the City and the Grantee, provided, however, that a franchise shall be void unless the Grantee shall, within thirty days after the final passage of an ordinance granting a franchise, file with the City Clerk a written acceptance of the franchise granted, agreeing that it will comply with all of the provisions and conditions hereof and that it will refrain from doing all of the things prohibited by this chapter.
