A Grantee shall pay to the City an amount of money equal to one percent of its gross revenues in addition to the franchise fee above provided. Such fee of one percent of gross revenues shall be earmarked by the City for development of public access programming and for expenses incidental to the work of the Cable Television Programming Advisory Board. Such fee shall be paid at the same time as the franchise fee above provided, to commence with the first franchise fee payment due after the Grantee's system is operational City-wide.
