(a) The schedule of rates for water service supplied by the system in effect in the City on the date of adoption of this chapter shall be regarded as the initial schedule of rates for the purposes of this chapter, but shall be subject to such increase and revision from time to time as may be necessary to carry out the provisions of this chapter. The charges for water service which are, under Section 21 of Act 94 of the Public Acts of 1933, as amended (M.C.L.A. 141.121), made a lien on all premises served thereby, unless legal notice is given that the tenant is responsible, are recognized to constitute such lien. Whenever any such charge against any piece of property is delinquent for at least six months, on March 1 of each year, the City official in charge of the collection thereof shall certify to the City Assessor the fact of such delinquency, whereupon such charge shall be entered upon the next general tax roll of the City, prior to the time of the completion thereof, as a charge against such premises. The lien thereof shall be enforced in the same manner as general City taxes against such premises are collected. However, where notice is given that a tenant is responsible for such charges and service as provided by Section 21 of Act 94 of the Public Acts of 1933, as amended (M.C.L.A. 141.121), no further service shall be rendered such premises until a cash deposit in the sum of 50% of the outstanding balance has been made as security for payment of such charges and services. Charges for water service shall be considered delinquent if not paid within thirty days after the date of the bill.
(b) That said properties considered to be at least six months delinquent as of March 1 and certified to the City Assessor to be entered upon the next general tax roll of the City to include for each account an additional administrative fee established by Council and listed on the User Fee Schedule. This fee may be adjusted by resolution from time to time.

(c) In addition to other remedies provided, the City may shut off and discontinue the supply of water to any premises for nonpayment of water rates, when due.
