1042.23 SUPERVISION OF WATER SYSTEM.

The operation, repair and management of the system and the acquisition of the projects herein authorized shall be under the immediate supervision and control of the Water Department of the City, subject to the rights, powers and duties in respect thereto which are reserved by law to Council.
