(a) The Superintendent of Public Works shall have charge of the reading of all meters and shall keep a record of all meter readings. He or she shall keep accounts of the charges for water furnished to all premises, whether upon a meter or upon estimated rates, and shall render bills for the same.
(b) All water charges shall be collected by the City Treasurer. All payments made to the City Treasurer shall be credited to the proper account.
