If the connection, branch pipe, stop cock or hydrant cock, through which the premises of any person are supplied with water, is out of repair in any manner, such person shall, forthwith, have the same repaired. In every case known to the Water Department where there is a break or leakage in any such connection or branch pipe on the consumer side of the stop or hydrant cock, the Department shall estimate the amount of unmetered water wasted through such break or leakage and shall bill the owner or occupant of the property on which such break or leakage occurs. Such billing shall be paid or collected in the same manner as the regular billing for water. If the repairs are not made within thirty days after notice is given by the Water Department to repair any such connection, branch pipe, stop cock or hydrant cock, the Department shall shut off the water to such premises unless the Superintendent of Public Works extends the time for making such repair, which extended time shall not exceed thirty days.
