Any person desiring to set, remove, relocate or rearrange poles and anchors in the City may apply to the Superintendent of Public Works for an annual permit for the same. Annual permits may be issued by the Superintendent, and all of such permits, if issued, shall expire on December 31 of each year. However, if a permit is granted to any person, the permit holder must, in writing, notify the Superintendent as to the location at which poles and anchors are to be set, removed, relocated or rearranged.
